all of us wish we could. all of us are working as hard to get it as good as it can get, but it is not ever going to be perfect. there will always be holes summer in that system. we need to understand that and support the organizations that are trying to minimize those holes. and we need to improve that awareness of what the bad guys might be doing every day. that is going to require some legislative changes and other authorities and things like that to allow the organizations to do their jobs more effectively. it is going to take the continued imagination of the operators and their superiors to make those systems work as well as they can. but it is never going to be perfect. and the american people need to understand that. their leaders need to not only understand it, but they need to articulate it for the american public so they do not have an expectation that we have more capability than is humanly possible, frankly. two provoking ideas, hopefully for the q&a part, the one thing that think will improve grea
